(Holders of Immigrant Visas) have unique income tax obligations in that United States Income Tax Returns must be filed each year, even though they may reside outside the U.S. As differentiated from many tax systems, the U.S. Income Tax system is based on citizenship or lawful residence, and not on citizenship.
